The Ministry of Finance issued an explanatory statement regarding the decision to regulate the mechanism for collecting the exit fee for passengers, which stated: “To prevent any confusion or confusion regarding the decision issued by the Minister of Finance, Yassin Jaber, regarding determining the origins, methods, and manner of collecting the exit fee for passengers by air or sea. The Ministry of Finance confirms that this decision does not impose a new fee on the applicable fees, but rather is limited to establishing executive and procedural mechanisms to implement the passenger exit fee, which was approved under Law No. 324/2024 (General Budget for 2024), which specified the fee values according to the different travel categories. Accordingly, the decision aims to regulate how it is declared, collected and paid, in a way that ensures unified application procedures and compliance with the provisions of the law. It also aims to enhance transparency in the process of collecting the fee, unify the mechanism for calculating it and display it independently and clearly in a way that prevents any discrepancy or diligence in applying the legal provisions, and ensures that the fee is collected in accordance with the values set by the law without increase or decrease. Accordingly, what was issued is a regulatory decision aimed at implementing an effective law and organizing its implementation mechanisms. Therefore, the statement is required.
